Josh Babetski : Quixotic Bravado

Got this off a mailing list today about why governments and companies will dump millions into studies instead of actually building something with that money: “Are you a Doer or a Talker?”

Sadly, the third comment hits the nail on the head as to why more doesn’t get done.
